Start here, because most Colorado roofing sites get this part wrong

If you have been researching Class 4 roofing in Colorado, you have probably read that state law requires your insurer to give you a discount, usually cited to C.R.S. 10-4-110.8, often alongside a specific number like 28 percent.

We went and read the statute. C.R.S. 10-4-110.8 is titled "Homeowner's insurance, prohibited and required practices". Its subsections cover cancellation after coverage inquiries, sharing claim information, definitions, extended replacement cost and law-or-ordinance coverage, policy readability, reconstruction cost estimation and disclosure, providing policy copies, contents coverage and inventory, the statute of limitations for suits, wildfire disaster loss and contents procedures, the commissioner's rulemaking authority, and a prohibition on dog breed discrimination.

There is no roofing subsection. No impact-resistance subsection. No discount subsection. The citation has been copied from roofing site to roofing site until it reads like established law.

Here is what is actually true, and it is still good news:

One honest caveat about our own work: we verified that C.R.S. 10-4-110.8 does not contain this provision. We cannot rule out that some other Colorado statute or Division of Insurance regulation creates a current obligation we have not found. Until we can cite one correctly, we do not claim one exists. What UL 2218 Class 4 actually is

UL 2218 is a steel ball impact test. A two-inch ball is dropped from a set height onto the same spot on a roofing sample, twice. The sample passes if the substrate does not crack. Class 4 is the top of the four classes, and it is the rating carriers price on.

Most metal roofing systems earn Class 4. That is the whole reason metal is an insurance conversation in Colorado rather than only a longevity one. Class 4 asphalt shingles exist too, and they are a legitimate cheaper route to the same credit; the comparison guide is honest about where each one wins.

Important: a Class 4 rating is about impact, not about the roof being hail-proof. Severe hail can still cosmetically dent metal. Ask any professional you talk to how their manufacturer warranty treats cosmetic denting, in writing, before you sign.

Work it out for your own house

The four numbers that decide whether metal pays

  1. 1. The install. Standing seam on a typical Front Range home runs roughly $18,000 to $36,000 depending on size, pitch, panel gauge and how much tear-off is involved. Stone-coated steel sits lower in that range. Get the number from a quote, not from a website.
  2. 2. What you would have spent anyway. If hail has already taken your roof, your claim covers a like-for-like replacement. Metal is an upgrade, so the real question is not the full ticket, it is the difference between the claim settlement and the metal quote.
  3. 3. The annual insurance credit. Ask your carrier, by name, what their impact-resistant or Class 4 credit is on your dwelling premium. Most Colorado carriers run one. The amount is theirs, not the state's, so it varies. Multiply it by the years you expect to own the house.
  4. 4. Replacement cycles avoided. This is the number Colorado homeowners underweight. On a hail-belt asphalt roof you may be doing this again in a decade. A metal roof is normally a once decision.

Numbers 1 and 3 come from your quote and your carrier. We will not put a percentage in your mouth, because the credit is set in each carrier's own rate filing and anyone quoting you a statewide figure is quoting marketing.

How to actually claim the credit

Three things your carrier will want, and the third is the one homeowners forget:

Get all three from the professional who does the work, at completion, before final payment. Ask for them in the contract. A roof that qualifies but cannot be documented does not earn a credit.

The 2027 grant, and why it changes the timing rather than the decision

Senate Bill 26-155 created the Strengthen Colorado Homes Enterprise inside the Colorado Division of Insurance. It is funded by an annual fee on admitted homeowner insurers beginning in 2027, set at 0.5 percent of multiperil homeowner premium collected and capped at $100 million across the first five years. At least 85 percent of that revenue must fund grants helping Colorado homeowners retrofit their homes with resilient roof systems.

Which credential your roofer needs depends on where you live

Colorado has no state roofing licence. Three different rules apply across this corridor. Status as of July 2026.

Inside Denver

A Roof Covering and Waterproofing supervisor certificate is required before the contractor licence.

Earning it takes two years of documented field experience across a minimum of 24 projects in 24 different months, at least 75 percent of them different low-slope systems on commercial buildings, supported by notarized letters covering the last ten years. There is no test.

What to ask: Ask for the supervisor certificate holder’s name and the company licence number, then check them with Denver Community Planning and Development.

Colorado Springs and the Pikes Peak region

A passed ICC contractor exam is required, and licences from other jurisdictions are not accepted.

The Pikes Peak Regional Building Department accepts ICC National Standardized or ICC Colorado Standard exams passed on or after January 1, 2017. A contractor licensed in Denver is not thereby licensed here.

What to ask: Ask for the PPRBD licence number and verify it on the department’s licence status lookup.

Most of the rest of the corridor

No roofing-specific credential is required at all.

That is not a loophole and it does not mean a roofer working without one is doing anything wrong. It means the credential is not the thing that tells you whether they are any good, so you verify something else.

What to ask: Ask for current general liability and workers compensation certificates naming you, a written contract, and the manufacturer certification for the exact system going on your house.

Not as far as we can verify, and this is the single most repeated error in Colorado roofing content. Site after site cites C.R.S. 10-4-110.8 as the statute that requires it. We read that statute. It is titled "Homeowner's insurance, prohibited and required practices" and its subsections cover cancellation after coverage inquiries, claim information sharing, extended replacement cost, policy readability, reconstruction cost disclosure, contents and inventory, the statute of limitations, wildfire loss procedures, and dog-breed discrimination. There is no roofing subsection and no discount subsection. What is true is that most Colorado carriers offer an impact-resistant credit voluntarily, and that Senate Bill 26-155 makes resilient-roof discounts an obligation with rate-filing proof starting no sooner than January 2027.
So will I get a discount or not?
Most likely yes, because the major carriers writing in Colorado run impact-resistant credit programs. But it is their program, not a state-set number, so you have to ask for it by name and document the roof. That is a different conversation from "the law says you get 28 percent", and it is the one that actually gets you the credit.
